InDesign allows you to insert a Type tool into a story and export that story as RTF. Another approach is to export a PDF and from Acrobat Pro export the text. You cannot directly save as an InDD file to a text file.

Do you currently have a version of InDesign installed? If yes, the easy way is to open the CC Desktop app. Click Apps in the left column and find InDesign in the right column.
Exact same issue here, SnapDragon X plus and indesign beta version expired. I already tried going to older builds/versions but still the same message pops up, also restarted and updated the laptop with no succes.
