In PSO2, the enemies were sentient and had a plan or at least intermediate goals, like Elder wanting to break free, Apprentice and her strange behaviour and Persona's initially strange obsession with you. In NGS, the enemies are just mindless respawn bots and are more akin to animals you cull to prevent overpopulation than an intelligent threat.
Almost makes you wish they just copy pasted pso2 bow. The weapon action counter is a triple hit projectile with a short startup but requires a normal attack input first, the skill it got on Stia's Release added a functionality that should be baseline and still requires a normal attack. It just doesn't flow well at all.
